People consider hentai as a form of art, and there is such a thing as freedom of expression. Since art falls under this law, hentai is not banned. If it's abuse though, as in real people depicted in the picture getting hurt of being sexually abused, that's whole other thing.

The only websites the government can legally ban are the ones that sexually exploit children or defraud people. This is the not China, Cuba or Saudi Arabia where they do ban websites.
