I was shocked recentely when i ordered some pastel primer (its a base for pastels which is rough and allows chalk or pastel to stick] i got it from an art store in america and got a 32 oz jar cos i couldn't find one big enough in this country, usually cheaper in larger quantities... but forgot shipment would be expensive [£30 quid postage] yikes and only £20 for primer which was "GOLDEN acrylic ground for pastels"

If you can find a source for fine pumice powder or garnet powder, you can mix that with gesso for a good pastel ground. Try a Lapidary company, they sell grit in bulk, used for polishing rocks, which comes in various degrees of grit.

Golden and Tri-Art (a Canadian company) both make a product called Micaceous Iron Oxide which is also a fabulous pastel ground. The grit is black, but you can tint the body any colour or extend it with gesso. Golden makes Fine and Extra-fine pumice gels and garnet gels which you can tint and/or extend with gesso as well.
