They're basically leftovers from prenatal development. We all start with the same body template. Then if you have XY chromosomes the male parts develop, or if you have XX chromosomes the female parts develop, all based on hormones, etc. So I would guess that men have nipples because women need nipples and we all develop from that same template.

Many designers find that at the end when their product is ready there are several items in the product which are redundant. This is due to many changes that occur in the design process such as change in functionality,market feedback on defects and so on. In other words these are instances of design gone awry. Nipples in the male human body is some such thing and serves no useful purpose. If you wish you can call it God's design gone awry!

Because (in mst cases) nipples are the exits of mammary gland productions and male mammals ARE still mammals, so they have mammary glands, hence nipples
Male mammals have nipples (with the exception of the duck billed platypus and the echidna/spiny anteater) because mammals are defined by 2 things; the ability to nourish their young with milk and fur/hair.
Even though the female mammal typically nurses the young, BOTH male and female mammals have mammary glands and BOTH male and female mammals have the structure that milk typically comes from, the nipple (save aforementioned exceptions).
Interestingly, male mammals CAN and DO produce milk in extreme circumstances and yes MEN CAN LACTATE, weird, but true.

They still have a role to play in male sexuality. And they do have breasts, they just don't have the "female" type of breasts. Men can actually get breast cancer just like women.
