Both are responsible. How could he do it without political and official support? And definitely a few more whom he didn't mention. Those include Manmohan, Sonia, Bajpayee, Advani....... Not only these two, but lot more still behind the scene. This is a long close ended chain and we could expose only few links yet.
The eal chain is much more complicated and hidden. No one has the gutts to expose every thing ang bring out the truth to the public. If some one tries (like Mr. T.N. Shesan) he is thrown so far that you dont even hear his cry.

Kudos to telgi, because you get to know how a defunct system india follows because of filthy bureacrats. Can't they not think of modern fool proof methods. Why do you still want Stamp Paper. God Knows. You can definitely do away with Stamp papers.
