Ladyjeans, if this questioner wants to ask specifically about the mentally retarded, then one of the main ways we laymen refer to that is via "mentally retarded." "Mentally handicapped" can refer to a much larger variety of mental handicaps, not just mental retardation. Perhaps there is some specific terminology in your field that makes exactly the right distinction, but we are not in your field, and use regular language. So lay off the questioner, for pete's sake. (She didn't say "retard", she said retarded, short for mentally retarded.)
As for the answer... Are you asking whether they are like us but just slower, or whether their brains do everything fast but just end up doing the wrong things. More along the lines of the latter, in that their neurons work just fine, and just as fast. It is the global organization that is not the same.

Hello!! :o) I also worked in 'group homes' and dealt extensively with all sort of people with all sorts of problems. One of the 'residents' asked me if I knew that he was retarded. I told him I did. But then I said, "Everyone is retarded - in one way or another. None of us can do everything well." From that day on - he gave me a hug every time I saw him. Are the retarded actually slow or speedy at a slow pace?! I think 'speedy at a slow pace' sounds about right. Or how about, 'Just going at their OWN pace!!" Have a great day!! Craig!! :o)

first, please use the term handicapped.
depending on what type of handicap they have, some are not slow. It's just that their brain does not process information correctly. They might have a learning disability which prevents them from retaining information.
this is for a professor:the term retard is never pc/correct/used, whatever because of its negative connotations. and if you'll notice, I did say please.
