the time is the 2 am + 11 -(( the difference in longitude)/360)x 24hours

The time is 10 minutes to 11.

it depends on
what was the time zone that the flight departed?
How fast was the plane traveling?


Besides that, your last sentence did not make any sense...."find the local time of destination when the flight reaches there".... reaches there??.... how about, when the flight reaches its destination.
