If you are single, you may have a problem getting into subsidized housing. If you have dependant children, your odds are much better.
Best advice if you are single is to get a second job. Best advice if you have dependant children is to apply for Section 8 housing subsidy through your local housing authority.
Good luck with your situation.

you can apply to the council for housing benefit, they deal with housing associations as well. Depending on where you live there may be a local housing shop which advertises houses for rent through the council where you go in and put your name forward to be considered for the property, and they should be able to give you details of what help you may be entitled to and relevant phone numbers. Good luck

Section 8 housing!!! Go to www.hud.gov. Section 8 housing bases your rent on your income. It's a government sponsored program for people in your situation. This is why it exists, so use it! The website has applications to apply AND you can search for Section 8 housing in your area.
This is if you're in the US.
