Many folks in Russia are so busy with everday survival issues, that the place less value on speaking out. Additionally, the means and media of expressing opinions are barely affordable for most of Russians. The Internet, for instance, is still very expensive compared to average income. There is also slowly but steadily growing political pressure against the freedom of speech. Thus, generally speaking, this is their government.

Having been to russia I feel able to answer this with some knowledge.
Russia, like most of the rest of the Eastern Bloc countries have strong views when it comes to letting their people have a say on anything in particular when it comes to anything against the government or country.
They do not allow free speech in any way shape or form, their prisons are full of innocent people whose only crime was speaking out and up for themselves.
This is all about Communism and its beliefs,China is the same.
I hope this helps, all the best.
