Hey, I can relate to you completely. OK, I will admit it. I didn't use a urinal until I was 18 years old! Seriously. I don't know exactly why - but part of it was that I guess I was afraid to use the public restroom if I didn't have to. And I was able to avoid public bathrooms most of the time because I have a really strong bladder. If I went to the bathroom in the morning, I usually wouldn't have to use it again until I was back home from school. (I still have a strong bladder and can usually wait very long periods between having to go.) . . . But, anyway, when I was 18 I just said to myself that this is ridiculous. I wanted to get over my hang-up, so I ended up finding a deserted bathroom where noone would walk in on me. (It was after hours in an office building where I was regularly delivering stuff.) So, I started going to the restroom in that building whenever I stopped there. Even if I couldn't urinate immediately, I would just stand there as long as it took until I went. Eventually, I could do it. But the location was key because I didn't have to worry about someone noticing that I was standing there for "such a long time." Feeling self-conscious like that would have only made things worse - so this is how it worked out for me. . . . Now I am pretty much over this hang-up. So, hey, I understand. You are not the only one who has ever gone through what you are going through. And, yes, you can get over it. Good luck.

Think about what you are feeling when you go near it. Think about what thoughts go through your head. Inability to do something like urinate is either physical or emotionally based. Seeing as how you haven't indicated you have any difficulty in other situations I would suggest that in some manner the urinal represents an idea to you which inspires fear. Your question was "can all men use urinals?". Perhaps you are having issues with manhood, which is pretty close to being an every day reality for you, providing you live long enough. It could be any number of things like that. You really need to ask yourself what the urinal represents to you though. To me it's just a place to pee so I don't worry about it.
Here's another slant on it. What does your penis represent to you? Even if someone isn't in the room you may still be afraid someone may witness your act of urination and see your penis. In the end it might not even be about what you feel about your penis but what you percieve others to think about it. Most people internalize feelings about their private parts where it concerns how it affects your social status, and at your age social status is really important to you.

Most men can use urinals.
I'd rather pee into a urinal than touch all the extra stuff and go into the toilet seat *shudders*
You don't have to touch anything much and if they have paper towels you can wash the taps before you wash your hands.
*shudders*
I always count to 100 or else something bad will happen.
Oh and I don't like the toilets where you have to turn a door handle - much better to be able to nudge the door with your foot.
Ummm oh - yeah - the guy I was going to talk about who cannot use a urinal is a guy who was an alcoholic who got a type of skin cancer on his PENIS! I don't know how. We speculated for days about whether he lay about with his penis in the sun or what.
He had this huge cancer the size of a TENNIS BALL and essentially had to have his penis chopped off. We did the surgery and chopped it off and made it so he has a tiny hole and now he has to go toilet like a girl.
Means he has to touch all that extra stuff and ewwww
But somehow I don't think it will bother him that much.

Don't worry about it! Just do what you are comfortable with. Despite the different answers, many men experience this at sometime or another, as you have probably noticed others using a cubicle when there is space at the urinal.

Sounds like you have got what is called "shy bladder", its very comman and lots of guys suffer from it.....The only way that you will get over this is to try keep using a urinal, drink lots of water etc and hold it in and then I'm sure you will be able to use one when you can not hold it in any longer.....

I agree with everything that "Synchron..." had to say about your difficulty. I would only add that your problem is not uncommonly a symptom of something called "Social Phobia". You should do nicely if you find a therapist who does Cognitive-Behavioral Therapy, and also medicines referred to as SSRI's are often helpful for these symptoms.
