My friend is buying it for his kids. Would something like Window Washer work? I'm lost on this.

Just formatting your hard drive is not enough to stop someone from gaining access to the data if they really want to.

What you need is a program that will repeatedly write random 1's and 0's to the disk so that it is not possible to tell what was originally present at each byte.

There are many programs available to do this for windows (mac os x has this built in). See links for some examples.

Go to: Contol Panel==>Administrative Tools==>Computer Management==>Storage==>Disc Management and Format all drives.

if you are transfering to the new owner your operating system installation disks , or if he is going to supply his own OS, why dont you just reformat your hard drive?
