Yep, that's normal. Usually the hair baby is born with falls out after a few weeks, and then grows back in over the next few months. There are a few babies who keep all their hair, but not most.

It's a little unusual that your baby has hair on the sides but not on top. Usually they start losing on the sides first because they lie on the side or on their back all the time and it rubs off. As long as there is nothing weird going on with his scalp it's probably normal. Is there any redness, crusting, scaling, peeling or rashes?
Anyway, most of the time babies keep their hair but sometimes they have "baby hair" which falls out and grows in another color, thickness or texture entirely. My first one was like this, she had thick black hair that stuck up then it all fell out and she was bald as can be for a few months. Then it grew in a soft golden brown and that's how it stayed.
