I'm guessing you mean shooting from inside the vehicle while it's submerged......
The pressure of the water will cause the glass in the window to lose it's structural integrity, because it has been compromised by a greater force such as a bullet, hence breaking it and allowing the water to 'flow in' to the vehicle.
No the bullet would not ricochet because the force of the bullet exiting the gun is greater than the force of the glass molecules being held together, especially under water which puts greater pressure on the molecular bonds.
Behavior of objects changes while under water, you really need to be more specific as to what exactly you wish to know. There are too many variables to give a general answer.

The bullet will pass through the window and exit the car, no it will not "ricochet." The window will reactive slightly differently depending on the depth of the car (which is a result of the pressure on the window), but it will break in some form. Shatter might be an appropriate term if the car is submerged at some depth to result in a high inward pressure.

To answer your question well take you to the myth-busters on the discovery channel. They tested it and busted the myth on shooting into water.Which means the safest place to be in a shoot out is about 3ft. under water the reason is,the bullets disintegrate on impact.So i would guess if your shooting at some one in the water use a low velocity weapon.So the answer is your car will just fill up with water and by the way if you happen to be in it when it goes into the water wait till it fills with water before you try and get out because the water will be coming in at high pressure and you wont be able to get out until the pressure evens out.

Never shoot out a car window... If in water--roll it down and let the car fill slowly--if power windows... KICK out the back window and get out.....
