Use CSS better...

I don't think you can - you can specify the dimesion in but not in background - If your background image is 640 x 480 than that will be the size of the web page. But of course you wouldn't have a background image that big as the page would be too small to load hence you use a small image and tile it. e.g. 640 x 2 . Webpages are all about the content not the background !
