Being in that field, the letter gets personalised when named to someone. Many CV's subjected 'to anyone concerned' just shows deseprate to get a job many a times.

I agree with gtn and F. BUT it should be addressed to (title) (name) - Dear Mr. Jones; Dear Ms. Smith. Do your homework first and be polite. Good luck!
