why'd it be difficult to test the acidity or basicity of bleach and colored solutions using litmus and pH paper?

Bleach is a strong oxidizer - it would destroy the indicators.

Colored solutions would hide the color of the indicators.

I would recommend a pH meter, after standardizing it according to the SOP of the manufacturer.

The bleach will bleach out the chemicals in you paper after a few seconds. If your fast, you can still get a reading with paper before it turns completely white.

You may use a pH meter.
pH<7 (acids)
pH>7 (bases)

ph paper uses dyes to show ph - bleach will "bleach" it and render it useless, dyes will color it and render it useless
