When you cry, tears come out of the tear glands under your eyelids and drain through the tear ducts that empty into your nose. Tears mix with mucus there and your nose runs probably about a couple of minutes later.

No i dont think this is a dumb Q... pretty sensible...
Anyways.. There is a gland situated near the eye (towards ur nose) called the Lacrymal Gland. Its basic function is to produce tears, with a purpose of cleansing the eyes.
Wen a person cries the gland produces a lot of tears, and some of it generally leaks into the nasal cavity, due to its proximity.
This is absolutely normal and makes the nose runny.

Because when you cry the tears flow/drain into your nose via ducts in your eyelids. This extra fluid draining down into your nose causes the runny nose. When you cry hard enough that the ducts cannot drain the tears as quickly as they form then you have the tears running down your face. I know you didn't ask about that, just find it interesting and wanted to pass it on...

You might want to know that in my experience all the tubes in your head are linked. I'm not about all the particulars. However that in my experience the nose and the eyes are linked more than the rest.
If you would like more info, on that you can go talk to someone that knows allot more about the subject than I do.
Hope this helps.

human beings cry while there is reason to. crying is a sign to different human beings which you're actually not happy, which you're disillusioned or harm, which you're injured and choose on help. that is like smiling, however the choice, once you're experiencing an emotion, particular issues ensue on your face so others understand what's going on with you e.g. frowning, crying, smiling etc.

My general chem prof used to remind us that :
"The only dumb question is the one you don't ask."
The tear ducts drain into the sinuses.
It's not mucous you are sniffling, it's tears!
