Cold air sinks, as hot air rises. This would lead you to believe the bottom of the refrigerator, however upon examining mine with a laser temp. guage, I have found that immediately in front of the "vent" where cold air enteres was the coldest. I do know for a fact that a densely packed refrigerator is colder on average than one with few contents. Thank you

I would say the freezer, but then not all refrigerators have freezers now so the next answer i would give would be the lowest level, based on the fact that heat rises.
