That's not how graduate school admissions works. They look to fit students with faculty members that have similar research interests and students with great research potential. The GRE is mostly to keep them from throwing away your application. Focus on great recommendations and research experience, and the GRE won't really matter that much.

As for scholarships, that depends on the school, so I'd recommend contacting the programs you're applying to and see what they say.

I'm sorry, your question is too broad.

I'm not sure there are strict necessities for GRE scores; rather, they look at:
1. GPA
2. GRE score
3. university of last degree

Beside that, getting into the college and getting a scholarship are two VERY different things. You can get accepted relatively easily, but getting a scholarship to pay for all of your college is difficult. I think you need to talk to some college admissions people. You can search for some good colleges with PhD physics programs. Then look for anyone working in Admissions and they should be able to steer you in the right direction.

GRE requirements can vary by program, you might do better to email the individual departments at the universities where you want to apply for their requirements. But in my GRE preparation book it says that the average score for the Physical Sciences is 694 in Math and 491 in Verbal. Good luck!
