All ISPs track the surfing habits of all its customers. They do not keep Information on the who, but the what of surfing. They don't care who is doing it, they just want to know what they are doing. It is like an anonymous survey to see what is in demand and what is not. All businesses do the same kind of survey work. They may do it differently, but it achieves the same effect. If everybody likes it they will devote more space to supply it.
