If your that concerned buy an electric car would be my first thought.

Dido what some of the other responses were.

The best way to save gas is to drive posted speed limits and hope the stop lights are timed correctly. Be light on the throttle and light on the brakes.

One last thought is it many induce premature engine wear from gas washing the cylinder walls when restarting. This is a four stroke engine which means there is no lubricant in the gas. Continued restarts could gas wash the cylinders due to choking the carburetor. Worn parts would cause more gas usage than what you would save over the life of the engine by turning it off on downhill coasts.

What do you consider harsh roads?

I was once told that due to vehicle mass and wind resistance a cars best as mileage is at 35mph not 55mph yes that correct 35mph. That is of course not stop and go 35 but a consistent 35mph. It was also for an car not a motor bike.

With engine turned off, there is no power and as a result huge safety risk. There will be a problem with the gears if you start [turn On] your scooter at a high speed.
Harsh roads do not ruin the vehicle however this [scooter] is not a dirt bike so use it with caution.
The best fuel saving speed for a car on the highway is 55 mph at a constant speed. Many cars provide green band from 45 to 55 mph speed on the speedometer indicating best fuel saving speed for that car.
Each gear has an optimum speed, so use that gear for that speed. Applying the clutch downhill with no gas [idling OK] will save fuel. Inflating tires to the correct specification will also save fuel and improve handling. Any extra load / weight will add fuel consumption.

It's not a good Idea to do. when the engine is off you have no power steering and no power brakes. If you do anything like this keep the engine running and go down in neutral. But your not gonna get any significant fuel mileage savings doing this.Unless the hill is like 20 miles long

On restarting, the engine will consume more fuel that it would just idling at a light, for instance. The same should hold true for a slight hill.
