During the interview process, I was told that only three candidates would make it past the phone interviews, into a face to face interview. I was one of those 3, and had the interview last week. I wrote a thank you letter and a follow up email about their decision process. I received a phone call from the corporate HR rejecting me, and then she told that I should expect a letter next week? Why would she call to reject me, just to tell me that they are going to reject me again a few days later by mail?

Aditionally, she did mention that they would like to talk to me again in December. During the interview process I was told that they had one position now, and by January, would be expanding the department personel

Well, the corporate HR may have called you to let you know about the decision after your thank-you letter/follow up email to not let you get your hopes up, and to show that she cared enough to call you quickly... and it's highly possible that the rejection letter was already in the mail when she called.

It's good that you followed up and it's okay that they called you to tell you about the rejection... just make sure you send one last follow-up letter to thank them for the opportunity and that you would definitely be interested in hearing from them in December (that is, if you still want the job).

Actually, she wasn't rejecting you twice: it was one of those C.Y.A. and leave no room for doubt things. Simply, a follow-up/confirmation to what you were told. Accept it graciously, find something else in the meantime and wait for December. If you haven't heard anything by the second week, a brief phone call from you might help. At least she'll know you are sincerely interested.

Sounds as though perhaps they really liked both of you, and wanted to do whatever they could to keep you interested even though they didnt' offer you the position this time.

Wait and see what the letter says... maybe you won't have to go through the phone interview again.
