To best honest with you at this stage do not even try to install anything.
It is not possible to explain on here in a few short words how to re-install your software.
I specialise in system tune up and optimisation and know that to re-install software is not as straight forward as people try to make out.
Yes it is easy to format and install the operating system. in your case Win ME.
Yes it can be quite easy to install applications.
Yes it MAY seem easy to instal drivers.
Many people just stick in a CD and follow the instructions and end up with the operating installed along with all the drivers.
Their systems run OK and they get what they think they want from it.
BUT to do the job correctly needs a lot of time.
The best way to learn a simple re-installation is to ask a friend who has already done it to show you how.
But be warned I get many system in every week because "friends" have thought they are experts and completely messed up.
WARNING: back up any work or files you need first because you will lose everything on your system if you format.
Back documents, emails and email addresses. You can back up to a USB pen drive or CD if you have the means to do so.

There are also boot disks that can help you at least get into a sector that would allow the install of any Anti Virus agents. It is also a good idea to remove the memory sticks, power on, power off, replace one, repeat power sequence. If you know nothing about the Hardware, do not attempt any of that. Just try and load the OS after the Boot Sector has been repaired.
Computer Hope can show you the step by steps on Windows system failures and most all the steps to reverse any damage. As far as Data that is on the HDD, consider it gone.
Allways make a Backup of all data on a regular basis, schedule a backup routine and stick to it.
A good practice is every boot up make a backup, not a System Restore, cause that will do no good if a bad virus hits, or a power surge can wipe all data out. So just get some CD-RWs and after every boot up, make a complete system backup of all data. Data corruption on Magnetic Storage Devices is almost guaranteed. So a good backup is essential to any Digital Data that one wishes to preserve in any way.

Insert the OS CD at the time you switch on your system. The System will ask you to 'Press any button to boot from CD'. Hit Enter. Wait for a while cause the extraction of files needed for the installation will take around 5 to 10 mins. then follow the instructions as they come along. Only, don't try to repair the former OS. Make sure you have to "FULL Version" copy of windows, and not the upgrade version.
If it is the full version just pop the cd in your cd drive and hope your computer is set to read off the cd drive first, if not then your are going to have to go into the bios. Warning: the bios is not something you want to mess with it you don't know what you are doing.
The full version of windows is for a brand new install of windows in a new hard drive (or old).
Now the upgrade version of windows will only work if you have an old copy of windows installed before installing the newer version. ex: windows 95 "upgrade version" to windows 98 need windows 95 to upgrade to windows 98.

if u want to re-install the the opeating system .
first u want the bootable cdof window than place into the cd ram than computer will restart and boot from this cd the computer was ask to press any key to contiue this process than press any kry from the keyboard.
the istalltion will start it.
than u see the first screen in u r computer to intasll the window press enter. u will press any enter and process will br proced than press f8 to accept the aggreemant and than press esc to contiue than u system u requies to repar the system u can press R to contiue u system will be repar it all the will complete u r computer will start it normal mode

you have to low level the hard drive and reformat it then reinstall the software.
if you have a boot disk, put it in your machine and turn it on
then, go to c drive and type in format
sometimes the whole thing is only on the cd.
if that the case it will come up with reinstall, or fresh.
you want a fresh which will reformat and load new copy.

first of all get into setup by way of f1 then set the boot device to first as cdrom then insert av disk and restart it should remove the virus
then do it again to be sure after it has ran once then reboot with win mel disk and follow the prompts alll the while leavind the setup the way it is as of now....

OK DONOT PANIC YOU DO NOT HAVE A VIRUS YOU HAVE AN IN FECTION ON YOUR COMPUTER , NOW TO FIX IT YOU SHOULD HAVE ANTIVIRUS SOFTWARE ON THERE TO SO RUN A SCAN AND SEE IF IT PICKS IT UP AND YOUR BACK OUT HERE HAVE FUN AGAIN . GOOD LUCK, THE ONLY WAY TO GET A VIRUS IS TO BE TALKING TO A FORIGN COUNTRY AND STILL YOUR COMPUTER WELL TELL YOU TO SHUT DOWN AND THIS HAS NOT HAPPENED HAS IT . SO YOUR LOOKING AT AN INFECTION .
