I feel it's mainly because people are under social duress when they make them. To break a bad habit is hard enough but when you're not really commited to it, it takes the will power of the Gods. As human beings when our heart's not in something it can be the hardest thing in the world to carry out. In the case of New Years Eve it's especially hard if you can't remember who you are and how you got there, let alone your resolution...

Because many people make resolutions they cannot accomplish at. In other words they set their dreams too high.

Most people are not sincere when they make them. Either they are too intoxicated or they just do it to play along with the others doing it as well.
