Most certainly it is possible for a child to masturbate. A boy at any age can discover his penis and the good feelings that come with playing with it. He can masturbate and have an orgasm. He will not ejaculate any semen until he is about 13 or so. Because children are so innocent they do not know that this form of sex should be kept private and may do it at anytime of the day so if your are an older brother or sister you should help them to understand that masturbation is something you do in private, and alone. and that you do not let older children or adults touch your penis or play with it. and if they have let someone you should report it to your parents or the child abuse hot line. Every child has the legal right to grow up safe, normal, and healthy.

Kids need to go through puberty in order to masturbate, they aren't just born with all the pleasure-sensors (I'm not sure what they're called), they have to develop them. Masturbating would be useless.
