I'm not familiar with Canadian abuse laws. Are they written in such a way that they encourage false accusations? Do you really think the people who make false allegations read the law and would pay attention to any changes in it? Probably not. Those people will still make false allegations, because they don't care.
What changes are you thinking would make it better? Personally, I think that it's better to let the police sort out a few false allegations now and then, than it would be to in any way discourage any real reports of abuse. The children depend on us to help them, because they cannot help themselves. Let the police and children's services people investigate and determine if there really is abuse. That's what they're for.
I investigate a lot of abuse claims, and I would rather spend two weeks investigating what turns out to be a false report, than to not get a report at all when there is real abuse going on.

We have to amend a lot of things under the Criminal Code, period. The last time it was given a full overhaul was in 1982, and it was given a very mini-overhaul after 9/11 (obviously, because of the attacks that day). As for the child welfare act, I'm not all too familiar on that.

Perhaps making it easier to prosecute those who have clearly made a false accusation? In Old Testament law anyone making a false testimony would have the same punishment as the one deserved by the crime they were testifying against.
