She may just like the style of tattoo. I personally prefer Kanji ( I don't know if I spelled that right). I just like the style of it. Next time you see a tattoo like that- ask the person about it. If it truly has meaning, or even if the person is nice, they will talk to you about their tattoo.

Celtic knots and tribal tattoos are fairly popular. Most tattoos have a unique meaning that is understood best only by the person who has it and/or people the person has told what it means.
It really could mean anything from she's of celtic heritage to she thought it was cute.

Without seeing the symbol it's hard to say if it has a meaning. It could be simply decorative. It could be a reference to her heritige. Or it could have a very specific meaning.
Posting a picture of the tattoo would help you get a better answer.
