Most definitely

Some might try to argue reagan was but that is absurd. We hit record deficits of that time while he was in office with his trickle down economics failing to ever trickle.

Clinton was actually very fiscally conservative with his Pay-As-You-Go budget system designed to balance, and keep balanced, the budget. That is very fiscally conservative BUT most don't give him credit because they consider conservatism as not paying for social programs..

He really wasn't a fiscal conservative in the sense of today's fiscal conservatives. He spent but stayed in a budget you can thank him for all the Interstate roads as he was the one that got that going. That created jobs which created more jobs and the economy was good. Nothing much happened during his administration, it was a calm time actually, they used to get on him because he played to much golf. LOL

Eisenhower.......was not only the best fiscally conservative president....he ended the Korea War....started the Interstate highway program......kept the Soviet Union at bay........modernized the US military.....warned us of the problem of allowing Congress joining with special interests to spend our money.
