Antarctica is the coldest place on earth and a few scientists live there (in shifts, not full time) but it's also not a country. They do have penguins though.
The next coldest place on earth is far eastern Siberia, in Russia. There's a region called Kolyma, where the gulags were built. It is the coldest place on earth outside of Antarctica. It gets so cold because it's surrounded by mountains which block any moisture coming from the North Pacific ocean, which would warm it up a little bit. I think it would suck to live there - and there are no penguins.
Non-sucky cold places to live would be Alaska, Canada, Iceland, Norway, Sweden, or Finland. Unfortunately none of them have penguins.

I live in PA, USA and sometimes I would swear it's the coldest place in the world... I would say Alaska though in all seriousness... I really never thought about it. Most cold places do suck don't they? No one wants to go outside when it's so cold!

I agree with the Antarctica answer. I was emailing some scientists from Colorado who were doing research down there. They mentioned that they only go in the summer time as it isnt as cold. Imagine that. Any other time of the year in Antarctica they cant get their work done because it is so fridgid.

Antarctica...aside from penguins, only some real hardy souls live down there, mostly scientists, ecologists, (award winning penguin movie filmakers) etc. Lowest recorded temp. in 1983 was -129...can you imagine with wind chill factor? So yes, you can actually live there...but yes, it would probably suck alright. I'm with you...I love the cold, but...yikes.

Honestly, North Dakota is fricken cold. It's in the great plains with no trees so it's the FROZEN TUNDRA. It gets super, super cold there - often more cold than Alaska on several days in winter. Grand Forks ND especially!
