why don't u just go up to him and introduce yourself... tell him you feel funny cuz you always see him around and you never say hi cuz you don't know his name but you feel like you're being rude.... now..., he has your name and you can freely talk to him and voila!

The best way to get him to talk to you is to see if you can find a way to say "hi!" with a smile on your face every time you pass each other and your eyes meet. I hope you are not pretending to ignore him when he's near you. And forget about being shy or you'll never meet him. Good luck!
