Are you asking how you can write such a program? Or are you asking someone to write it for you? In either case, that's not much of a specification.

There are a number of open source, free packages that have this functionality. If you're actually looking to use an online helpdesk program yourself, then it would be much smarter to use one of these than to try to write it from scratch yourself.

If you have to write one for a homework assignment or something, then you should have posted in the "Education & Reference/Homework Help" topic. But you could learn a lot from studying what others have done to create programs like this.
