No because a philosopher would always be developing an idea and never really giving the people the guidance they would require as a society.

The philosopher or poet or writer are all people who have ability to look at things and situations and draw inferences that ordinary people cannot. These are usually sensitive people who can see disharmony or sub optimality in seemingly mundane and harmless situations or practices. This requires a personality type that would be unfit to perform the executive function. The executive is usually a man or woman of action , some one who can get things done.
Curiously in the business world , in the corporate sector ,the CEO is also considered the philosopher, this must be an error in the job description of the chief executive of a major corporation.

Janak was one of them.... What stops a philosopher from becoming a ruler? There would be better administration and justice too.

there was a time that philosophers ruled .
so says Plato he said that there were three statuses at that time , bronze-silver and gold
the bronze were the people, farmers , carpenters, merchants and so on
the silver were the soldiers and the gold well the philosophers so maybe philosophers could rule but who would know with a time like today?
