The other answers above arent even close! You DONT need a TV card! You can also find a usb video capture device for as little as 20 dollars and an audio and video patch cord!

You will need to have a video capture card installed in your computer. They start at about $100 for a low end one. (Also only fit in desktops, not laptops). The card will have connects that you cable to your DVR. (The cable will usually come with the card).

Check the specifications for the capture card to be sure your computer is able to run it. It takes a modern, medium to high level PC to run a capture card.

What you need is a video card that has a TV input. After you have the Vid card then all you will need is the yellow RCA plug
