War induces a mindset of fear in the general populace.
Fearful people are easier to control.

Because all people know their "rights" - and forget about their responsibilities toward "the others".
Disagreement leads to misunderstanding leads to judging leads to hate leads to aggression leads to selfdefence leads to war.
Simple as that.
