I would suggest a Court of law. Failing that, go into your local police station and ask them.... i am sure that they will point you in the right direction.

Have you thought to send a letter addressed to the Clerk to the Justices, Magistrates Court, Colchester. Essex?

You can be fairly sure that the Postman will know where to take it, and likely you will receive a written response from the office.
You could also look through the local phone book for this information, of course.

I believe that Yellow Pages has a section for Magistrates/JP's.

JP's - Justices of the Peace are magistrates. Insult a copper - if you can find one and you will be up before a magistrate in the morning! For particular information send an email to the department for Constitutional affairs. I've given you a link to their website. Contact the area magistrates court service where you live. This can be obtained from any magistrates court. They will have a list of Justices of the Peace and where they sit.
