If you have modern PCs, even when it is turned off, you actually have power to a portion of the motherboard. There is a separate 5V from the power supply that powers just the portion required for the motherboard to "wake up" when you push the power switch. Unlike the old PC, the power switch of newer pcs are actually just a push button. You need a circuit (that is alive) to detect you pushing it.
So, it will consume very little power but a finite amount of power when it is turne off.
Does it save money? No.... Your power company is charging you few pennies for 1KWH and the total amount of power that PC will consume when it is turned off won't even equal to it.
Unless you are afraid of surge coming into the PC from lightening, or other electrical appliances, unplugging is waste of time. If you are concerned about surge, then it is the best way to prevent damage. It is certainly no use to save energy.

If you're not going to use your computer for a long time such as a month or longer, unplug it especially if you're not using a surge protector. If you are using one, it really doesn't matter. Also, make sure that if you're using a dial-up modem or use your computer for sending or receiving faxes, the phone line goes through the surge protector as well. Most good ones have inputs and outputs for phone and cable as well.
For short times, keep your computer on but turn your monitor off. Don't use any screen savers to save electricity and let your monitor go into "sleep mode" when not in use. Wake it up with the space bar when you're ready to use it again.

NO, it is not advisable, since the battery on the board pulls a trickle charge that retains BIOS settings.
It sounds more like an environmental problem to me, are these devices on a power bar, or a UPS? If you have flaky power consider a UPS, they're fairly cheap and very useful for fluctuations as they are also power managers in addition to being failsafes

It sure is advisable, especially that you encountered the same problem twice. It maybe that the electricity in your area is not stable. Electricity sometimes fluctuate due to some reasons.
