Yes, but you need a parent or guardian to be there with you. Also a Social Security Number. Almost any bank will do, but I'd go thru the newspaper ads for which ones are paying the best interest for the type of account you want.
Some even have special rates or accounts for young people (at least around here, NY/NJ).

Yes, 13 year olds can have bank accounts. However, you need a parent or legal guardians name on the account as well. And you will need proof of your social security number as well. Good luck! Save plenty.

It depends on the bank. A number of them offer
a special program that is designed for youth to
have an account. You will need to have your
parent with you to open the account. Good for

Can't speak for texas, but I know in Ontario kids as young as five and who can print their name can have a bank account. I think even babies can have bank accounts but they're in their parents' trust.

My 11yo and 6yo each have joint accounts with me right here in Texas. It has to be a joint account, because it requires you to sign a contract and a minor can't sign a legally-binding agreement (contract) without an adult.

they can have a savings if parent or guardian is a custodian. must be legal age to sign a contract before it can be opened independently. can change to own name later.
