By the way that you worded it i am going to have to assume that you are young (please do not be offened) Try to remember that you would not want him to treat you this way. If you really like him and he really likes you tell him that he needs to consider breaking it off with the other person first. Then he should take some time to think about it before he starts another relationship with you. If you dont do this it may end the same way for you!!!
By the way if the other "sum 1 else" is a friend of yours then this rule applies instead

Smile at him and tell him ... your flattered ...but he doesn't really know you....and for someone to so casualy toss out the "I love You" is very reckless..... The proper way to get your attention is after he's no longer dating someone else and taked the time to get to know you and who you are..... It seems like he fell in love with the skirt you were wearing or the way you toss your hair .... Perhaps you should wait till he grows up a bit more....
Try to pick the ones that can form a complete sentence and walk upright !

Tell him you can't love some one you don't really know more then that. Make sure you tell him if he was a real man. He would be with his girl friend or broke up with her, be-four trying to pick you up. Tell him you want to be with some one you can love and TRUST ! ! How can you ever trust some one that ..well say he loves you.....When he is with a norther girl ! ! ! Chances are if he dose that to his GF he will do the same thing to you. WATCH OUT ! ! ! !
