Since your male, learn ballet as a man. Many things danced by males are the same or similar to the woman's. After you have learn the basics, changed your diet, lost some weight, smoothed out your moment, hurt & redecovered how to care for you feet (& other body parts) lastly spend lots of your time (you need to pratice everyday for at lease half an hour) & money. Then you can start dancing as a Ballerina. I know that the best Ballerinas can do both male & female parts.

To answer you question.
1 Find a ballet school that will teach you (as a man).
2 Tell them your a beginner.
3 Ask them what you will need for your first day of class.

You can become a male dancer in ballet, but as snowflake said, as far as I know, NO ONE lets cross dresser's even ten feet in front of the building, and I have been dancing for 20 years. Sorry.

If you decide not to cross dress however (because if you want to you can become a drag queen and they wear all sorts of costumes), here are the essentials:

White T-shirt
Black tights or tight black pants, and black ballet slippers/shoes.

For what you said I suggest a long sleeved leotard with black tights, not white.

Good luck and have fun!

A pair of ballet shoes would be a good start.
