You should tell her to stop before she is arrested.
The truth of the matter that the parents need to kick her as* and throw her behind bars!
She sounds like a creep!

ask the kids mother hypothetically what she would do if she knew someone was hitting someone else kids with a flyswatter. if she responds negatively, tell your mother and see what she does then. or leave the door open one day so she, the neighbor, can walk in and maybe witness. you don't want to be the cause of your mama getting beat down though. i don't think that'll feel good in your heart. so i would keep trying to talk to her and let her consequences fall where they may!

if the neighbor and her children are okay with it, and if your mom has a reason, don't do anything. Otherwise, go talk to your neighbor and alert her to the situation. She might want to speak to your mother about that. eek.

I can tell you that what she is doing is against the law. It is child abuse. Do their parents know? If she did that to my kids, she would be in the hospital.
