Pencil definately because liquid gets all over the place and it smears easily throughout the day.

Go to Sephora or Nordstroms and get SMASHBOX cream eyeliner (it's about $24). Also, get the retractable lip brush (this is about $20ish)to apply it. The lip brush is short, therefor you have more control over where the liner is going. And, cream is better than both liquid and pencil. Pencil wears off, no matter how much money you spend. And if you're not good at applying any kind of liner yet. Stay far, far away from liquid. You will just end up looking like you took a sharpie to your eye.

I defiantly think pencil eyeliner is easier. I use Mary-Kate and Ashley kind. You just take the top of it and twist it and the eyeliner comes up, kind of like lipstick when you turn it to make more stick out. I think it works very well and you don't have to worry about sharpening it like you do with a pencil.

Application Technique For The Liquid EyeLiner:
Test, on the back of your hand, the amount of pressure you should apply.Unless you are a real artist, it is best to steady your elbow on a flat surface.Work from the inside of the eye to the outside corner and keep the line light and even.If you stop at the corner of the eyes, the effect will be round and wide-eyed;if you continue the line and sweep it up and out, you would get a more exotic look. Finally smudge the edges with a cotton bud to soften them.
Application Technique For The Pencil Eyeliner:
Pencils can be used in the same manner to define or extend the shape of the eyes, but they give a softer, more natural line.Keep them sharpened and ready for use, as blunted or broken points can spoil the whole effect.

Applying tgCosmetics Eyeliner/Smudger pencil
The desired effect of an eyeliner pencil is to create the illusion of darkness just above the lashline to enhance the look of the lashes. Gently pull the lid skin taut and start at the inner part of the lid, draw a thin line smoothly and evenly along the upper lid, getting as close to the lashes as possible.
Once you have a line drawn closely to the lashes, the length of your eyelid, use the smudger end of the eyeliner pencil blend the line until there is no edge to soften it. The effect should be an even graduated color that is darker close to the lashes and becomes lighter and disappears as it get higher.
If the tgCosmetics liner gets smudged or uneven in the wrong places, simply take a Q-tip or tgCosmetics pointed makeup applicator with a little makeup remover to clean it up or remove it and start again.
Extend a very thin pencil line as close to the lashline as possible, along the most inner part of the upper lid near the nose. This is a place often forgotten but add an attractive natural definition to the eye.
Usually the upper lids are all you need to line. If you want to line the lower lashes go light as a line too heavy on the lower lashes can give an un-natural, owl-like effect on the eyes.
If you want more definition to the lower lashline but want to achieve a natural look, place a few tiny dots of color close to the lash roots along the lowers lashes, a little heavier toward the out side part of the lash to add more tone there.
Applying tgCosmetics liquid eyeliner
tgCosmetics Lquid eyeliner achieves a more dramatic emphasis to the eyes. It is best used when more a dramatic, glamour look is desired. The key is to carefully apply it to obtain the look you want. Use the same general application approach to applying liquid eyeliner from the eye pencil application tips above.
http://www.beautystrokes.com/techniques/applying_eyeliner.html
When using pencil or liquid eyeliner, use your hand as a color palette. Draw a dime size circle of color on the back of your hand. Coat the brush tip with color and apply. This allows the brush to control the amount of color applied for easier liner application.
Coat the entire flat end brush tip with liquid, pencil, or powder eyeliner.
Press on the eyeliner above the upper eyelashes, starting at the inner eye corner working the application out towards the outer corner of the lash line. (Pressing on the eyeliner with the soft brush tip places the eyeliner close to the lash line for a natural line look.)
Apply in the same manner below the lower eyelashes.
Coat the brush tip or side with eyeliner.
Brush on eyeliner starting at the inner eye corner above the eyelashes.
Brush liner towards the outer lash corner brushing on liner in one direction only.
Repeat application to enhance the color intensity of the eyeliner.
Brush over liner with the clean brush tip to soften or smudge eye line.
Apply in the same manner below the lower eyelashes.

Definitely pencil. Don't get something cheap at first because it won't glide on as easy. The easier it is to spread the straighter and close you can get on your eyelid. Some people warm it up on their hand but you usually don't need to do that if you buy a good brand.
