what makes a person concidered a celebrity?

You can take pictures of People in Public. They can not be published if they, or the organization, holds a Copyright. Makes You wonder why celebrities do not have copyright's?

It would all depend: If they are in a public setting, a crowd, a restaurant, even walking down the sidewalk....Those pics can be published. However, if the celebrity is in a setting where they believe they would have a "reasonable right to privacy", then that may be a completely different matter.

You can legally photograph ANYONE in public.
