Um... where did you get the bios binary. Many bios files are motherboard specific. Any decent motherboard manufacturer provides specific instructions on flashing bios.
ctflashc.exe is the bios flashing program, such programs usually are copied to a bootable floppy disk along with the appropriate bios bin (binary) file from the manufacturer.
Don't flash your system unless you have the appropriate files from your motherboard manufacturer.. you can really screw up the machine.
