The best way to get this question answered is to call your state's office that handles driver's licenses. Each state makes different rules on this. In Texas, you can get a moped license at 15, which is restricted to under 50cc engine. You can take a little more driver's education and get a motorcycle license that is restricted to under 250cc engines. On your 16th birthday, you can get an unrestricted motorcycle license.
You may also qualify for a hardship license to drive a car at 15 in Texas. I don't know if your situation would meet the state rules or not, but you could check.
In case you are in Texas, I have placed a link to the DPS driver's license office below. If you are not in Texas, do a google search for your state's office.

Not sure what state you're from or what age you need to have a driver's license (most states are 16 or 17), but I believe to ride a motorcycle, you at least have to have a driver's license, and then get a motorcycle license in addition to that. I think you're safe at 15 to ride a moped...it's also a good starter if you eventually want to ride motorcycles.

a motorcycle you would have to have a drivers lisence and insurance, with a moped under 16 you are only required to wear a helmet, 16 and over you dont even need a helmet, but its always safe to wear one anyway. That would be a very good ideal for you.

That depends on the motor vehicle laws and licensing in the state where you live.

Check your state laws at DMV.... If you can get a permit it is probably ok.
