Find a leader who values his own goals over the well-being of his people, and you will have a stupid leader. (Monarchs and other totalitarian governments are quite good at this)

Reagan was stupid, Bush Sr. was Stupid. Bush Jr. is the all time record holder for being stupid. Did you see Bush Jr. giving the finger to the camera? Also when Bush Jr. grabed that Lady from behind?
One of the most stupid was when he was told "America was under attack" and he had the book upside down.

Robert Mugabe of Zimbabwe. He chased all the farmers out of Zimbabwe because they were white 'Imperialists" and then when all his people started dying from hunger (gee, could it have anything to do with all the farmers gone?) he blames the UK government of plotting against him.
