I had a paypal account but it is under investigation because i reported fraud on the account. I would like to know if there is another site just like paypal that i could use to pay for items on sites like ebay? Any answers will be greatly appreciated.

Couldn't you set up another paypal account though? You can register it with another member of your familys details or a friend. You can also just remove the paypal account and then sign up for a new one, once you have done that.

No. Ebay owns Paypal. They wont give their business to another company.

Not for e-bay (e-bay owns & operates paypal) there are sites that use other types (google has one, think it is gbuy or something like that but it is not getting good reviews),
