C Electrons bond to fill their valence up and share electrons. Without this molecules would never bond.

Protons and neutrons have nothing to do with it. It's talking about bonds. Neutrons keep electrons from bonding with protons and keeps an atom stable. The only way for two atoms to bond is through the electrons.

From source: As it turns out, atoms bond together for a very simple reason: atoms like to have full valence shells.
