The safest and cleanest way to remove facial hair is to use a process called Electrolysis.
A hair-thin metal probe is slid into a hair follicle.
Proper insertion does not puncture the skin.
Electricity is delivered to the follicle through the probe, which causes localized damage to the areas that generate hairs
Advantages
By far the best and longest track record of results.
Over 125 years of clinically proven safety and effectiveness.
Disadvantages
Can be expensive.
Can be tedious.
Can be difficult for large amounts of hair.
Have your Mom look in the Yellow pages for Electrolysis; she should be able to get a consultation so that she has a better understanding of the process.
This is the most successful treatment I have found
Please tell you Mom in the meantime...DO NOT PLUCK OR SHAVE
Its ok to "clip" or cut back
Good luck

You have a few choices. Electrolisis is one but it's expensive, waxing is the cheap alternative but you must keep up on it (about once every two weeks) Then theres bleaching you can get it at any Walmart and it just bleaches the hair so that you can't see it anymore. I wouldn't recommend shaving because you'll have to do it every day.

Facial dipilitories, hot waxes and shaving. All can be gotten at fair prices at drug stores. Somewhat better products can be gotten at retail beauty supply places.

Go to spa or salon, find good Esthetician and do "wax"! it's good and it's make facial hair weaker and it's not grow so much... You will need to visit them but about once a month... it's must be about $20-30 if I remember right. Never shave it - it will grow more and strong...

Nads is a great way to remove it. It is like a wax but is for the face, too, and it will help keep it away longer and grow back finer.

It is a problem, I have it too, hairs growing out of my chin, hair on the lip, if you shave it your are in trouble. I use a small scissor and cut off what I can, you can try some hair removers but I have never found any that work that well.
