There are three possible answers given the wording of the question:

A--a film that was released in the 1990s but that I didn't see until this decade. In this case, it would be Run Lola Run (1998).

B--a film that I first saw in the 1990s but that was first released in an earlier decade. In this case, it would be The Terminator (1984), which I didn't first see until 1994 or 1995.

C--a film that I first saw in the 1990s when it was first released. Hands down, no contest--You've Got Mail (1998). I've been to many of the places where it was shot.

My favorite film from the 1990's is the Coen brother's 1991 masterpiece Barton Fink. It had terrific acting, a very well-written script and an unconventional musical score which ranks among my all-time favorites. It is also an allegorical blend of dark Hollywood satire, murder mystery, 1940s nostalgia, unique symbolism (a la Orson Welles), and full-out Lynchian surrealism in the climatic finale (which I consider to be one of the greatest in all of cinema).
