Interesting question. There was a case in Arizona where they wanted to tie voting with a lottery. The idea is that one person from each election would be the lucky winner of $1,000,000
This idea appears to work on the surface. Gets many people voting who frankly wouldn't have voted anyway. Yet they aren't informed voters. These people would be casting ballots simply to win the money.
What I think you need to do is get the young people EXCITED to vote. Rock the Vote by MTV worked well in the 90's. A big part of this was that the Democrats had a likeable candidate that appealed to the young generations. Say what you will about his presidency, but Clinton was an excellent Public Relations figure. Before him, Ronald Reagan had a definite ability to spin.
Offering prizes and money do not work and will only encourage Special Interests to buy votes.
I am of the opinion that you need quality candidates who know a little about working a crowd. You also need to address issues that affect young people. Few young people care about Social Security or Medicare because it doesn't affect them directly today. But gas prices, job availability, and education seem to be on young people's minds.
Candidates need to go to where the young people are. Candidates need to make themselves "mini-celebrities." They need to be seen thinking young and hip. Make the young people WANT to know more about them.
To truly figure out how to encourage voter turnout, the candidate should study history. Which elections increased voter turnout and more importantly why.
But in the end, unless the candidates are charismatic, people will not get behind them.

I would hope people would vote just for the cause of having a hand in electing the government that will be running their country.... but past experience tells me that won't happen.
How about a 10 spot? Think people would vote if they gave them $10 at the polls? What about $20?

I think Bush and the Congress will get plenty of people out!
I can't imagine what the electorate are going to do with Republicans as they have already tossed out a Democrat who was a Bush supporter, in the primaries!! Throwing out a multi term Senator is unheard of in an election, much less in the primary!

I have finally figured that it is worthless to vote any longer because the whole election process is controlled by big business. Whatever big business wants in this country, it will get. After voting for 50 years, I am tired and I quit.

Give a good clean campaign without all the mudslinging. That is so super annoying!!! I dont want to hear from one guy about how bad the other guy did I just wanna know what you are gonna do!! Other than that it doesnt take much I like voting.

Have voting on weekends, so working people can vote.
levy fines for not voting, as in Australia ($20) with 98% rate.

Load the ballot up with bills regarding gay marriage ,extra tax on gas,liquor and gun registration. The voting booths would be so busy it would take the Minute Men to keep order.Also, National Guard should protect ballots.
