Second, you need capital. Unless you have a lot of money already, you will need a loan. To get a bank to give you a loan, you will need a good business plan. If you do not know how to make a business plan, you should hire an expert.

I have two in Seattle, so I can give you a some idea.
First, you need to do some homework. Find out what's required by your state and town, the health department, the Department of Planning and Development, probably the Plumbing Inspector and the Building Inspector, the Fire Inspector, etc. You have to get you Master Business License, your EIN, local business license ~ get a lawyer who specializes in this to set you up.
Additional homework will be on your location ~ check what times traffic is going which ways, count the number of cars that pass within each hour, will you be drive through, will there be adequate parking, will there be handicap access. Your also going to have plans drawn up to show places like the Health Department and the Department of Planning and Development.
Some things you will need: Oven(s), stove top, espresso machine, coffee machine, refrigeration units, freezers(s), grinders, display cases, triple sink, dishwasher, mop sink, mixer(s). These are just the big equipment, obviously you'll also need lots of smaller things and tables and chairs. Check auctions, used restaurant supply houses, craigslist, but be careful, especially with used refrigerated units.
This is a very short list of what you'll need, but get started with this. Also, as others have said, you should have enough money to keep you going for at least six months under the assumption that you will not be having ANY money coming in.
